The Haitian Armed Forces declared the highest level of institutional alert.
On Monday, the Dominican Republic reinforced its border security with Haiti following the deployment of the United Nations Gang Suppression Force (GSF).

Dominican President Luis Abinader emphasized that the defense of the territory, the protection of the population, and public order are “non-negotiable responsibilities” of the Dominican Republic’s Armed Forces.
After the National Security and Defense Council meeting, he stated that the Dominican Republic is acting “responsibly and prudently” in the face of the evolving Haitian crisis.
Meanwhile, the High Command of the Haitian Armed Forces (FAD’H) declared the highest level of institutional alert, ordering the full availability of military personnel starting April 6.
The Haitian Ministry of Defense announced that all military personnel must report to their barracks by 8:00 a.m. local time, suspending all leave, permits, and exemptions until further notice.
The decision was made following the arrival of the first GSF troops last Wednesday, amid insecurity marked by gang violence in Haiti.
The Haitian National Police (PNH) reported armed clashes with gang members during a major operation in Artibonite, where at least 70 people were killed.
The attack was attributed to the armed group “Grand Grif,” according to reports from the UN, which reflects the severity of the violence in the northern region of the country.
Since 2018, Haiti has faced an unprecedented security crisis: gangs control 90% of Port-au-Prince. In 2025, 5,915 people died and 2,708 were injured, according to the United Nations Integrated Office in Haiti (Binuh).
